East Coast Herding Dog Organization Rescue (ECHO)
The following conditions apply to fostering ECHO dogs.
1) LEGAL: ECHO is the guardian of the dog while in the temporary care of the foster home and can be reclaimed at any time, as deemed appropriate by the ECHO. The foster family is the primary caretaker of the dog, and, as such, is responsible for the activities and behavior of said foster dog.
2) GUIDELINES: The dog will be kept in the house and not allowed off-leash in an unfenced area without permission of ECHO. No children under the age of 10 are permitted to interact with the foster dog. There are no exceptions allowed. All interactions with children over age 10 must be supervised by an adult. Due to the nature of dogs whose histories are often unknown, it is critical to exercise caution at all times with children and strangers.
3) IDENTIFICATION: An identification tag, provided by ECHO/SHELTER, will remain affixed to the dog’s collar at all times. Fosterers are encouraged to affix an additional tag with the foster address or phone number also.
4) VET CARE: Veterinary expenses will be the sole responsibility of ECHO and include spay/neuter; basic shots and any other unexpected needs. Most of these costs are handled prior to the dog leaving ECHO but in the event vet work is needed while in the foster home, nothing may proceed without consultation with ECHO. In the event of an emergency, immediate notification of any occurrence must be communicated. If communication does not occur, the fosterer is expected to act in the best interest of the dog’s health and welfare and this contract is proof of such authority to proceed. Any mutually agreed upon costs paid by the fosterer will be reimbursed by ECHO.
5) ONGOING CARE: Ongoing care includes food which is to be provided by the foster home unless a special diet is required which will then be provided by or reimbursed by ECHO. Heartworm preventative and flea and tick preventative will be provided during the summer months to the foster home from ECHO. Medications or preventatives obtained anywhere other than the ECHO may be the financial responsibility of the foster home. (please see below). The foster dog is to be transported in a carte while traveling in a vehicle. If this is not possible, the foster dog must wear a dog seat belt harness.
6) BEHAVIOR: A dog is placed in foster care for particular reasons in order to help them become ready for adoption. The fosterer agrees to work consistently on a plan of action developed to help the dog. Progress on specific agreed upon objections will be reported and discussed regularly. If special behavior training such as obedience or private sessions is needed or health remedies such as homeopathy; acupuncture; etc are required, the decision to proceed must be with mutual agreement. The foster family cannot put the foster dog on any behavior modifying medication without express written consent from ECHO. At no time may electronic collars be used on the foster dog.
7) SUPPLIES: If a crate or other supplies are provided such as collars, leashes, bedding or toys, these are considered to be loaned to the fosterer and must be returned at the end of the foster timeframe. We encourage fosters to use the crates, bowls, leashes, etc that they already have, and ECHO will reimburse if said supplies become destroyed. The foster family will cover dog food expenses. Any flea/tick and heartworm preventatives that are purchased for said foster dog will be reimbursed by ECHO. All receipts must be submitted within 1 month of purchase in order to be reimbursed. If the receipts are not submitted within this time frame, then this will be considered a donation to ECHO.
8) INSURANCE: ECHO and its officers are not responsible for any injuries to people or pets or property loss or damage from the foster dog. Due to the nature of the relationship, which is a live-in, 24 hour caretaker situation, there is no insurance protection offered by ECHO to cover off-premise foster care. The fosterers agree to and shall indemnify, defend, and hold harmless ECHO Rescue and its officers from any and all claims, lawsuits, demand actions, attorneys’ fees, costs, and expenses arising from and based upon any claims that may arise due to the actions of the foster dog.
9) EMERGENCIES: Any notice of injury or emergency will be given immediately to ECHO.
If it is necessary to remove the dog from the home, possession will be given directly to an appointed person related to ECHO. Transportation will be coordinated by ECHO, as needed. ECHO will be afforded a reasonable time to find another appropriate foster home.
10) TEMPORARY CARE: If the foster family is going away with the foster dog, ECHO is to be notified. If the foster family is going away and cannot take the foster dog with them, ECHO is to be notified and all reasonable efforts should be made by the foster family so as to not kennel the foster dog. If the foster dog must be kenneled, ECHO is to be notified, given the contact information for the kennel and be listed as the emergency contact for the foster dog. At no time is the foster dog to be kenneled at a board and train facility without the express written consent of ECHO.
11) ADOPTION: The foster dog may be adopted by the foster family at any time, based on mutual consent with ECHO. An adoption contract is necessary and there will be an adoption fee charged, following the same rules of adoption in place for any adopter.
All adoptions must be approved by ECHO. Candidates will submit applications reviewed by the ECHO and then shared with the foster home for consideration. The fosterer is encouraged to participate in the adoption process and will be asked to talk directly with any potential adopter (once they are fully approved) and then collaborate with ECHO to determine the best fit. No meet and greets can be set up until there is a fully approved adoption application. All adoption decisions will be made by ECHO and are final. The fee for adoption of any dog in foster care will go directly to the ECHO, as well as any donations made on behalf of the foster dog.
